Job Responsibilities



The South Carolina State Election Commission is seeking an experienced Information Technology Manager to oversee critical technology systems that support the integrity and functionality of the state’s election processes. This position is responsible for managing IT operations including systems administration, network infrastructure, end-user support, and related services. The role requires a balanced, hands-on leader who understands the technical landscape and the real-world importance of reliable, secure systems in a high-trust environment.


Core Responsibilities

  • Lead and supervise a team of IT professionals, including analysts, programmers, and support staff.
  • Oversee the planning, development, implementation, and maintenance of complex IT systems and infrastructure.
  • Manage and monitor hardware, software, network, and telecommunications systems supporting agency operations.
  • Identify and resolve technical issues affecting security, performance, and user access.
  • Assist in preparing and managing IT budgets, procurement planning, and resource allocation.
  • Collaborate with agency leadership to develop long- and short-term IT strategies aligned with organizational goals.
  • Ensure systems comply with state IT and cybersecurity policies, and recommend changes when necessary.

Minimum and Additional Requirements

A bachelor's degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology. Relevant experience may substitute for the bachelor's degree on a year-for-year basis.
