Overview

We are seeking a Senior Systems Lead / Subject Matter Expert (SME) to provide hands-on ownership and operational leadership for IBM DB2 database services supporting a mission-critical Maryland State system.

This is a high-visibility, onsite role focused on DB2 administration, operational compliance, vendor coordination, system stability, and disaster recovery validation within a Windows Server environment.

The ideal candidate is a seasoned DB2 professional who thrives in environments requiring accountability, rigor, documentation, and operational excellence, not just engineering.

Key Responsibilities

Technical Oversight & Vendor Coordination

  • Serve as the primary technical authority for IBM DB2 database operations.
  • Proactively monitor DB2 and system performance, identify degradation, open vendor tickets, and coordinate tuning and remediation efforts.
  • Act as lead escalation point for DB2-related issues identified by helpdesk or operations teams.
  • Coordinate closely with State IT, central IT, and external vendors to resolve system and data issues.
  • Manage and monitor all system interfaces, batch jobs, and file transfers, ensuring data integrity and continuity.

Operational Management, Compliance & Tracking

You will have direct ownership of:

  • Service Availability Management
  • Track DB2 system uptime against defined SLAs.
  • Change Management
  • Enforce rigorous change control; document, track, and obtain approvals for all DB2 changes.
  • Incident & Service Desk Analysis
  • Analyze incident tickets, identify trends, perform root cause analysis, and propose permanent fixes.
  • Backup & Recovery Oversight
  • Monitor daily backup jobs and maintain detailed success/failure logs.
  • Validate backup integrity and recovery readiness.
  • Batch Job Ownership
  • Develop scripts to monitor batch processes.
  • Implement automated alerting and logging for failures or anomalies.
  • Procedural Integrity & SOPs
  • Document exceptions to standard procedures.
  • Assist in improving and formalizing SOPs based on operational findings.
  • File Transfer Monitoring
  • Implement logging, alerting, and audit trails for all critical file transfers.

Disaster Recovery, Audit & Capacity Planning

  • Lead and coordinate annual disaster recovery and recovery testing with State IT and vendors.
  • Review OS logs and security events proactively to prevent incidents.
  • Analyze external audit findings and lead remediation efforts.
  • Track capacity and resource utilization to forecast growth, plan upgrades, and prevent bottlenecks.
  • Maintain and update database architecture and interface documentation.

Preferred / Bonus Experience

  • SAP or WebLogic administration and patching
  • Windows Server administration
  • Scripting and automation experience

Required Qualifications (Do Not Apply If You Do Not Meet These)

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or related technical discipline (Master’s degree preferred)
  • 10+ years of overall IT experience
  • 5+ years of hands-on IBM DB2 administration in a Windows Server environment
  • Demonstrated experience with:
  • Change management
  • Incident and problem management
  • Backup and recovery validation
  • Disaster recovery testing
  • Audit remediation
  • Ability to work onsite in Baltimore, MD (Monday–Friday)
