Job description

The Office of Information Technology Services (ITS) at the Connecticut General Assembly (CGA) is seeking a Senior Analyst/Database Administrator (DBA) with experience in translating business requirements into technical specifications, developing, testing, implementing and maintaining SQL databases/servers in a highly interactive production environment.

Examples of Duties:

Participates in or coordinates project planning sessions with analysts, team members and supervisors, defines and designs scope, and provides design recommendations for moderately complex systems. Troubleshoots and resolves database and IIS related production problems. Assists with VMWare administration, Amazon Web Services (AWS) administration and server systems. Performs other duties as assigned.

Typical Qualifications :Bachelor’s degree in computer science or related field plus a minimum of 3 years’ experience in information technology operations, programming, or systems/software development, or an equivalent combination of education and experience.

Job Duties:

Database Administration for MSSQL Server in multi-instance environment.

  • New Sql installations and upgrades
  • Troubleshooting and Resolving Database Problems
  • Performance Tuning and Optimization using Native Monitoring and Troubleshooting Tools
  • Backups: Restores / Recovery Models / Replication / Distribution
  • Maintain High Availability / Disaster Recovery Options for MSSQL Server
  • ETL Tools (Extract Transform Load) – SSIS
  • Creating Scripts and Stored procedures
  • Database maintenance – maintain Indexes / Index Management / Statistics
  • Creating Sql agent jobs for performance and alert monitoring

Maintain and manage Inventory and helpdesk databases

Web Server – IIS and FTP administration

  • Install, maintain, monitor, and troubleshoot performance and high availability
  • Maintain High availability via Kemp Load balancer hardware - Kemp Administration

Familiarity/Working knowledge

Developer Collaboration & Optimization

  • Work closely with developers to review database design, schema changes, and indexing strategies.
  • Identify and help retire unused, obsolete, or redundant database objects such as tables, stored procedures, views, and indexes.
  • Evaluate and optimize keys, constraints, and relational structures for performance and scalability.
  • Analyze SQL queries and execution plans; provide detailed recommendations for query and application-layer tuning.
  • Participate in code and schema review processes focused on stored procedures, functions, and data access patterns.
  • Promote best practices for SQL development, data modeling, and naming conventions.
  • Provide guidance during application troubleshooting related to database performance.
  • Edit, maintain, and troubleshoot Microsoft DTS packages (and SSIS packages where applicable).
  • Create, configure, schedule, and monitor SQL Server Agent jobs, including alerts and notifications.

Database Tooling & Governance

  • Utilize RedGate Source Control, SQL Compare, and related RedGate tools for versioning, change tracking, and environment synchronization.
  • Develop and improve processes for managing the lifecycle of database objects.
  • Document standards, procedures, and best practices for both DBA and developer activities.
  • Monitor database growth and support long-term capacity planning.

Additional Responsibilities

  • When time permits, assist in IIS Server administration tasks, such as:
  • Reviewing application pool health and configuration
  • Basic troubleshooting
  • Coordinating deployment-related settings with the development team
  • Experience with RedGate Source Control, SQL Compare, and related tools is strongly preferred.
  • Exposure to IIS administration or willingness to learn and support IIS-related tasks.
