GENERAL SUMMARY

Serve as primary Network and Server administration contact. Maintains computing environment by identifying network requirements; installing upgrades; monitoring network performance. Serves as lead for Network / Systems Administrator (Level 1) staff.

SUPERVISION

General supervision is provided by the Information Technology Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Team Lead planning, design, and implementation of citywide network and server infrastructure.
  • Ensure cybersecurity best practices and compliance with federal/state standards (e.g., CJIS).
  • Provide guidance and mentoring to IT staff, including technicians and junior engineers.
  • Develop and maintain disaster recovery and continuity plans.
  • Serve as a technical advisor during city emergency operations and public safety incidents.
  • Critical Communication Circuits: Assist in establishing requirements, procuring, implementing, and maintaining all connections for critical City communication systems, including radio backbone circuits, internet circuits, and intranet circuits.
  • Software Evaluation: Assess current software solutions both on premise and hosted for useability, security, and capacity, while researching and evaluating best of breed solutions for potential adoption.
  • Surveillance & Field Technology: Design, budget for, procure, and deploy both overt and covert technology solutions to support City operations (e.g., pole- and trailer-mounted cameras, trail cameras).
  • Unmanned Aerial Systems (UAVs): Maintain, configure, and deploy UAVs (drones) in support of City needs, including public information, surveying, search and rescue, and other emergent or planned missions.
  • Establishes network specifications by conferring with users; analyzing workflow, access, information, and security requirements; designing router administration, including interface configuration and routing protocols.
  • Establishes network by evaluating network performance issues including availability, utilization, throughput, throughput, and latency; planning and executing the selection, installation, configuration, and testing of equipment; establishing connections and firewalls.
  • Maintains network performance by performing network monitoring and analysis, and performance tuning; troubleshooting network problems; escalating problems to vendor.
  • Secures network by developing network access, monitoring, control, and evaluation; maintaining documentation, including adherence to zero trust principles.
  • Updates job knowledge by participating in educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Protects organization's value by keeping information confidential.
  • Accomplishes organization goals by accepting ownership for accomplishing new and different requests; exploring opportunities to add value to job accomplishments.
  • Managing servers of the entire windows stack. This would include patching, upgrading servers, maintenance, consolidation of servers. Creation of virtual machines and maintenance.
  • Departmental Advising – Specialized Systems: Support departments in scoping, acquiring, and maintaining specialized solutions such as call recording, audio/visual systems, and traffic network technologies.
  • Access Control & Smart Keying: Plan, budget for, procure, and maintain access control systems, and assist with the implementation of smart keying solutions across City facilities.

OTHER DUTIES AND RESPONSIBILITIES

  • Collaborate with the IT Director to ensure efficient operation of the City network environment and defining network policies and procedures.
  • Collaborate with IT Director on upgrades network by conferring with vendors; developing, testing, evaluating, and installing enhancements.
  • Maintain an inventory of all servers, networking & datacenter equipment.
  • Assist IT Director in developing long term strategies and capacity planning for meeting future network hardware needs.
  • Assist IT Director with writing technical specifications for purchase of network and server equipment.
  • Perform other duties as assigned.

MINIMUM JOB REQUIREMENTS

EDUCATION

  • Minimum of an Associate’s Degree with preference to an employee with a bachelors’ in systems information or equivalent.

EXPERIENCE

  • At least five years of experience in Networking/System Admin is preferred.

LICENSES AND CERTIFICATES

  • Possession of a valid Tennessee driver’s license
  • A+ certification and Network + or equivalent are required.
  • MTA (Microsoft Technology Associate) or higher certification not required but preferred.

KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

  • Expert-level knowledge of networking, server administration, and cybersecurity.
  • Ability to provide leadership and training to IT staff.
  • Strong problem-solving, analytical, and project management skills.
  • Ability to communicate effectively with both technical and non-technical staff.
  • Knowledge of and experience using programming languages such as Visual basic, and other net languages/web programming.
  • Modern computer systems including networks, Desktop hardware, software including Windows 10 & 11. Server Operating Systems from MS Server 2016 through 2025. Microsoft Office applications, copiers and printers.
  • Network Performance Tuning, LAN Knowledge, Network Design and Implementation, Problem Solving, Strategic Planning, Multi-tasking, Quality Focus, Coordination, Technical Understanding, Quick Study, Technical Zeal
  • Management and maintenance of VMware & SQL Server.
  • SQL Query Language and formatting
  • Basic Linux Operating Systems Management

SKILL IN:

  • Accurately evaluating and analyzing hardware, software and networking problems
  • Operating tools, components, and peripheral accessories
  • Researching, analyzing, and evaluating new service delivery methods, procedures and techniques

ABILITY TO:

  • Install and maintain a variety of computer programs
  • Utilize desktop software to generate reports, spreadsheets, databases and presentations as needed
  • Read and understand technical manuals, procedural documentation and OEM guides.
  • Conduct research into PC issues and products as required.
  • Analyze problems, identify alternative solutions, and implement recommendations in support of goals.
  • Communicate clearly and concisely, both orally and in writing
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Pass medical physical examination and drug test
  • Meet the City’s driving standards

PHYSICAL REQUIREMENTS / WORK ENVIRONMENT

Maintain effective audio-visual discrimination and perception needed for

  • Able to decipher different audio levels, sound pitches and audio warnings

Maintain physical condition appropriate to the performance of assigned duties and responsibilities that may include the following.

  • Standing or sitting for extended periods of time
  • Bending, stooping, twisting, squatting, kneeling and working in confined spaces and at heights of over 3 feet.
  • Occasionally bending and carrying objects weighing up to 75 lbs.
