H4 Enterprises is currently seeking the following:
POSITION SUMMARY
The Insider Threat Program Analyst provides direct analytical support to the program and is responsible for conducting analysis, providing assessments of known threats and vulnerabilities discovered, and identifying policy violations, among a variety of other duties related to these broad responsibilities.
The Program Analyst will receive direct government oversight, assignments, and directions from the Office Director, Insider Threat Program, through an assigned team leader.

Serves as liaison between ITP and other Bureau and Department offices to collect, review, and coordinate on key components and information to support program initiatives

Coordinates with Program Director, Senior Officials, Intelligence Community (IC), and other security agencies on office insider threat program as required

Prepares detailed memorandum containing sensitive information for Department Senior Managers

Provides extensive support to the Department of State's ITP to protect classified national security information at all levels and Sensitive but Unclassified information within the Department and entrusted to private industry

Serves as an analyst in the ITP, reviewing information including but not limited to employee related data, counterintelligence, security, law enforcement, workplace violence as it relates to insider threat, and network defense

Utilizes a variety of classified and unclassified databases, software applications, and other tools to review information related to the nature, function, relationships, capabilities, and intent of possible insider threats

Monitors and analyzes security concerns to determine causes, highlight organizational weaknesses, pinpoint responsibility/culpability, and recommend corrective action as appropriate

Identifies information gaps, selects data sources to follow, and documents trends and patterns of intelligence activities and/or insider threats

Follows computer generated leads to identify anomalies and/or support the insider threat processes

Provides supporting documentation to formal investigations and/or informal inquiries to resolve insider threat related matters, employee misconduct, and/or violations of the law

Reviews and presents input for program briefings to senior level officials

Provides input/review of proposed briefing and training packages

Ensures security policies are implemented according to procedures without undue interruption of normal operations

Travels domestically and overseas as required in support of program reviews, inquiries, and security briefings

Bachelor's degree

Ten (10) years plus of experience accepted in lieu of degree

Experience
-
Five (5) to seven (7) years of related specialized security experience in the following areas:

Insider threat, counterintelligence, investigations, industrial security, dignitary NIP policy and security standard development, OPSEC, COMSEC, INFOSEC, security countermeasures programs, operation and management, personnel protection and protecting classified information, or region desk officer

Certified "CounterInsider Threat Professional Analysis"

Preferred: Department of State experience
-
Ability to work independently, with minimal oversight, to advise and assist office personnel on matters of insider threat program policy, procedures, and regulations

Working knowledge of Federal agencies' security policies and procedures such as Executive Order 13587, IC directives, security directives, and national and international security requirements
-
Understanding of and experiencebased familiarity with the Department of Defense agencies and their security practices
-
Knowledge of IC policies and procedures
-
Excellent oral and written communication skills and an ability to interface with program personnel at all levels
-
Proficiency in Microsoft applications, including Word, PowerPoint, and Excel
-
Knowledge and experience with user activity
Position will be subject to a U.S. Government Security Investigation. Incumbent must possess or obtain/maintain minimum a TOP SECRET clearance with ability to obtain special access requirements (SCI).
Work will take place at a designated Department of State Location in the National Capital Region.
