Job Summary:
The Applications Technical Manager will lead application delivery, operational stability, and technical execution for a small, high-impact development team. This role is accountable for a portfolio of applications, including a business-critical mobile platform, and sits at the intersection of people leadership, technical oversight, and customer-facing delivery.
This is a hands-on leadership role requiring strong technical judgment, operational accountability, and the ability to navigate competing priorities in a complex environment. While not coding heavy - or architecture-focused, the role demands ongoing technical fluency, systems thinking, and the ability to guide teams, challenge assumptions, and drive reliable outcomes amid evolving requirements and ambiguity.

Duties/Responsibilities:
Application Delivery & Operational Ownership
- Own application delivery and operational health for a defined portfolio of applications, flexing across systems as business priorities evolve
- Serve as the accountable owner for application outcomes, including delivery reliability, stability, and customer impact
- Ensure releases are properly planned, tested, documented, and coordinated through established change management and CAB processes
- Proactively surface risks and recommend trade-offs between scope, timeline, quality, and technical debt
- Participate in after-hours escalations on a rare but expected basis
People Leadership & Team Development
- Lead, mentor, and manage a team of developers and a technical analyst/QA resource
- Responsible for hiring, performance management, coaching, and career development
- Foster a culture of accountability, continuous improvement, and shared ownership
- Guide the team in breaking down work effectively, improving estimation, and identifying potential failure points early
Stakeholder Communication & Influence
- Work closely with Product Owners, business stakeholders, and IT leadership to clarify requirements and align priorities
- Influence outcomes without direct authority, balancing business needs with technical realities
- Push back diplomatically on unrealistic timelines, poorly defined requirements, or work that increases unnecessary technical debt—while offering alternatives
- Operate with a high degree of autonomy, escalating as appropriate
Technical Oversight (Player/Coach)
- Provide technical oversight and review without acting as the primary architect
- Remain technically proficient to guide design discussions, review approaches, and assist with complex debugging when needed
- Occasionally contribute hands-on for targeted problem solving (e.g., complex defects, enhancements, utilities)
- Partner closely with Architects, SMEs, product owners to review designs and ensure alignment with standards and long-term direction
Quality, Testing & Release Confidence
- Require test plans and evidence of adequate testing prior to release
- Drive improvements in testing practices, including test planning and automation, in partnership with the team
- Lead the evolution toward improved release confidence; depth of hands-on involvement in automation will depend on candidate experience
Customer & API Enablement
- Act as customer-facing technical leadership for external customers integrating with APIs and other services
- Own external integration readiness, including coordination, technical guidance, and issue resolution
- Support high-impact customer escalations and technical discussions with customer developers
- Help define and improve future intake and onboarding models to reduce unplanned work and improve predictability

Qualifications:
- 10+ years of application development experience
- 5+ years of people leadership or demonstrated leadership across teams and departments
- Experience leading application delivery in complex, multi-application environments
- Strong understanding of:
- API lifecycle management
- Mobile application concepts (online/offline behavior, cross-platform considerations)
- Modern application delivery practices and CI/CD concepts
- Ability to communicate technical concepts clearly to both technical and non-technical audiences
