OVERVIEW
We are seeking a dynamic and highly skilled Senior Computer & Information Systems Developer (Senior CI/CD Developer) to join our innovative development team. In this role in support of IRS, Washington, DC, you will manage the design, development, and deployment of complex software solutions that drive our core products and services. Your expertise will help shape scalable, reliable, and high-performance applications across various platforms. You will collaborate with cross-functional teams in an Agile environment to deliver cutting-edge technology solutions that meet business needs and exceed user expectations. This is a hybrid role with remote work permitted upon IRS approval. On-site IRS meetings required.
Start Date: February 2026 / Salary Range: $90,000–$140,000 per year

This is a senior-impact IT management role supporting one of the most critical modernization efforts in the Federal Government: the IRS’s transformation of taxpayer-facing systems. The IRS relies on secure, fast, and reliable build and deployment pipelines to support national-scale tax processing systems. As the Senior CI/CD Developer, you ensure the systems that millions of Americans rely on can be updated quickly, safely, and without disruption. You will keep complex modernization efforts on track—coordinating engineering teams, ensuring quality, and enabling smooth Filing Season and legislative-driven releases. You will build and improve enterprise services that keep Filing Season running smoothly, support new tax legislation, and modernize legacy systems that millions of Americans depend on every day. Your leadership has a direct impact on national-scale reliability, performance, and secure data processing.
WHAT YOU WILL DO
Core Management
- Lead CI/CD improvements across multiple IRS applications.
- Guide teams on secure, reliable build and deployment practices.
- Integrate automated testing, scanning, and validation steps.
Modernization & CI/CD Integration
- Troubleshoot pipeline failures and optimize reliability.
- Support DevSecOps adoption and modernization initiatives.
- Oversee readiness for deployments tied to Filing Season and legislative releases.
- Collaborate with developers, DevOps engineers, architects, and cybersecurity teams.
Governance, Production Stability & Filing Season Readiness
- Maintain clear documentation for pipeline processes and release steps.
- Help introduce new tooling, automation strategies, and best practices.
- Drive continuous improvement in build, test, and release workflows.
- Support production readiness reviews and release planning.
- Help teams prepare for Filing Season and high-traffic periods.
- Resolve cross-team issues and keep work moving efficiently.
Collaboration & Leadership
- Mentor mid-level developers and enforce engineering best practices.
- Work closely with IRS architects, PMs, DBAs, and cybersecurity teams.
- Contribute to modernization of legacy IRS applications into API-driven services.
WHAT YOU NEED TO SUCCEED
Must-Have Experience
- 10+ years DevSecOps, CI/CD, or build engineering experience.
- Responsible for architecting and implementing high-quality, scalable, and secure software solutions that meet mission and business requirements.
- Git/GitHub
- Jenkins/Groovy and/or GitHub Actions
- Strong and deep understanding of, and successful experience with modern heavy-duty CI/CD tools and practices.
- Comfort navigating CI/CD pipelines and secure deployment processes.
- Strong skills managing complex technical processes.
- Strong experience working with cross-functional technical teams.
- Excellent problem-solving skills and attention to detail.
- Ability to communicate clearly with technical and non-technical audiences.
- U.S. Citizenship is required.
- Current IRS MBI, or ability to obtain IRS HSPD-12 suitability.
Nice to Have
- IRS or Treasury system experience.
- Experience with Federal Government agencies or highly regulated environments.
- Experience with performance tuning and reliability engineering.
- Familiarity with CI/CD pipelines, cloud, or DevSecOps workflows.
- Familiarity with Jenkins, GitLab CI, GitHub Actions, or similar tools.
- SonarQube
- Sun/Solaris or Linux
- DevSecOps, DevOps
- Experience with containerization technologies like Docker and Openshift
- Familiar with Shell scripting
- Experience with security tools like AppScan, Qualys, SysDig etc.
- Experience running automated scans (static, dynamic, dependency).
- Experience managing high-volume or mission-critical applications.
