U.S. Customs and Border Protection

This Supervisory Data Scientist position is with U.S. Customs and Border Protection (CBP), Office of Human Resources Management (HRM), Planning, Program Analysis, and Evaluation Directorate, People Analytics Division, located in Washington, DC.

CBP is expecting to fill two positions where individuals selected will serve as expert analysts and advisors to senior management, with a primary function of providing objectively based information derived from the use of advanced scientific, mathematical, and statistical work to support data-driven decision making across Human Resources Management.

Duties

Major duties for this position include, but are not limited to:

• Serving as a Supervisor of subject matter experts who provide data, information, statistical analysis, modeling & simulation, gathering, processing, and converting raw and unstructured data from a variety of systems and databases into clean, organized information for the highest levels of CBP leadership and other internal customers.
• Providing expertise to management through the application of advanced data science techniques, including data extraction, transformation, cleaning, modeling, machine learning, and artificial intelligence (AI), to process and extract insights from structured and unstructured data and provide guidance for solutions to a variety of complex challenges to the Agency's human capital programs that have a significant impact on personnel decisions.
• Delivering strong oral and written presentations on complex, highly analytical efforts in a simplified and clear manner to both technical and non-technical audiences. Responsible for briefing all levels of leadership and critical stakeholders to drive data-driven decision-making.
• Leading quantitative and qualitative analysis and data quality assurance using statistical software and computer programs (e.g., R, Python, Databricks). Uses various data sources to extract new information and conveys that information in a manner that is appropriate to the technical knowledge of the audience. Solving statistical problems that occur in data collection and summarization processes.
• Providing thought leadership and expertise in utilizing Business Intelligence tools (e.g., Microsoft Power BI, Tableau, Cognos, Qlik Sense) to analyze and visualize complex data. Demonstrating expert-level abilities to leverage Business Intelligence tools to enable self-service or direct access analytics, to simplify and synthesize data, and to facilitate nontechnical leaders' ingestion of data and key insights.

Qualifications

Basic Requirement: You must provide supporting documentation in your application to show you meet basic education and experience requirements below.

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

OR

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

You qualify for this position if you meet the Basic Requirement listed above AND possess one year of Specialized Experience described below as a Selective Placement Factor.

Experience: You qualify for the GS-14 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

Overseeing a broad range of operations research analyses assignments entailing unique problems, creativity, and innovative use of techniques, advanced approaches, and new technologies.

• Overseeing scientific inquiry in the independent development of mathematical statistical programs to evaluate and predict the ability to support assigned projects, studies, or problems.
• Managing critical aspects of design and development of information, analytical studies, and national data inquiries.
• Creating mathematical and statistical models to guide budgetary decision making; Conducting high-level briefings and leveraging Artificial Intelligence (AI).

To further assist that you understand this opportunity, following are the competencies you will need to have to perform this job successfully:

Ability to lead agency-wide analytic, modeling, and simulation initiatives, including: developing research proposals and feedback programs; designing analytical products to better inform and support HRM and CBP decision-making processes; monitoring projects and reporting regularly on progress; developing feedback/research materials based on scientific best practices; supervising project execution; collaborating with statisticians to develop data analysis plans for analytic, modeling, and simulation efforts; and interpreting and summarizing insights to stakeholders.

• Ability to provide expert advice to senior leadership on analytic, modeling, and simulation programs, social science methodology, and research practices.
• Knowledge and skills of Business Intelligence tools (i.e., Power BI, Cognos, Tableau) to visualize and synthesize data into an easy-to-digest format for both technical and non-technical audiences, and expert-level knowledge and skills of analytical tools and systems (i.e., Python, R, SASS, SQL, SPSS) to conduct, oversee, and validate Agency-wide analytical efforts.
• Skill in Artificial Intelligence and Machine Learning tools, technologies, and strategies to analyze, organize, visualize, and structure data.
• Ability to demonstrate mastery understanding of statistical information and principles to explain subject matter in a manner that is easily understood and fit for decision-making, and skilled in exemplary communications skills to brief technical and nontechnical audience in a manner that is clear, persuasive, and credible, as this individual will represent the Agency to officials at DHS, OMB, Congress, industry, and the media.

Salary and Benefits

This position starts at a salary of $142,488 (GS-14, Step 1) with a top salary level of $185,234 (GS-14 Step 10).
