GENERAL SUMMARY

The Director of Information Technology leads the strategic planning, direction, and management of all municipal technology systems, services, and staff. This role ensures the city’s IT infrastructure, applications, and cybersecurity posture support effective, efficient, and secure delivery of public services. The Director acts as a key advisor to elected officials and management on technology matters, spearheads innovation, ensures regulatory compliance, and drives continuous improvement in IT operations.

SUPERVISION

General supervision is provided by the City Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Strategic Planning & Leadership

  • Develop and maintain the municipality’s long-term IT strategy in alignment with overall city goals and priorities.
  • Forecast technology trends, recommend the adoption of emerging technologies, and evaluate their impact on operations.
  • Serve on the executive leadership team, advising on technology-related policy, budgeting, and organizational initiatives.

Operations & Infrastructure

  • Oversee the design, implementation, management, and maintenance of all IT infrastructure: networks, servers, endpoints, telecommunications, cloud services, etc.
  • Ensure high availability, reliability, scalability, and resiliency of systems, including disaster recovery and business continuity planning.
  • Manage help desk/support operations to ensure timely, effective service to all departments.

Cybersecurity & Compliance

  • Develop, enforce, and audit policies, procedures, and standards for cybersecurity, data privacy, and risk management.
  • Conduct vulnerability assessments, oversee incident response planning, and ensure compliance with relevant federal, state, and local laws/regulations.
  • Maintain security protocols for public safety systems, GIS, etc., as applicable.

Project & Vendor Management

  • Lead technology projects from conception through deployment: budget, scope, scheduling, risk, quality, stakeholder communication.
  • Manage relationships with vendors, consultants, contractors; handle RFPs, negotiate contracts, and oversee performance against SLAs.
  • Coordinate with other departments to assess technology needs, prioritize projects, and allocate resources.

Budgeting & Resource Allocation

  • Prepare, administer, and monitor annual operating and capital budgets for the IT Department.
  • Identify cost savings, efficiencies, and best practices in procurement, licensing, and maintenance.
  • Ensure staffing, tools, and infrastructure are sufficient to meet demands; recommend staffing plans and professional development.

Team Leadership & Development

  • Recruit, hire, mentor, coach, evaluate, and retain IT staff. Foster a culture of collaboration, accountability, and continuous learning.
  • Promote training, certifications, and growth pathways to maintain up‐to‐date knowledge in emerging technologies, security, and governance.

Stakeholder Engagement & Communication

  • Act as liaison with department heads, elected officials, public safety agencies, and external partners.
  • Translate technical concepts into understandable terms for non-technical audiences.
  • Ensure alignment of IT initiatives with community expectations, transparency, accessibility, and service delivery.

MINIMUM JOB REQUIREMENTS

EDUCATION

Bachelor’s degree in Information Technology, Computer Science, ManagementInformation Systems, or a related field. (Master’s degree preferred.)

EXPERIENCE

Several years (often 7-10+) of progressive experience in IT management, withdemonstrated leadership at senior levels.

KNOWLEDGE, SKILLS AND ABILITIES

KNOWLEDGE OF:

  • Strong experience with municipal, county, or other public sector environments preferred.
  • Deep technical knowledge across infrastructure, networking, cloud, cybersecurity, disaster recovery, applications, and telecommunications.

SKILL IN:

  • Strategic thinking, planning & execution
  • Strong leadership and personnel management
  • Excellent verbal and written communication, including with non-technical stakeholders
  • Project management skills; experience with managing complex, cross-departmental projects
  • Vendor management, negotiation, budgeting & financial acumen
  • In-depth knowledge of cybersecurity best practices and regulatory compliance
  • Customer Service Orientation and ability to understand service delivery needs
  • Ability to adapt to evolving technologies and emerging challenges

PREFERRED:

  • Certifications such as CISSP, CISM, PMP, ITIL, or similar
  • Experience with GIS, public safety technologies, cloud migration projects
  • Familiarity with local, state, and federal laws/regulations affecting municipalities (e.g. data privacy, FOIA, CJIS, etc.)
  • Previous work in disaster recovery/business continuity planning

WORKING CONDITIONS & EXPECTATIONS:

  • May involve on-call or emergency response outside normal business hours
  • Travel as needed for vendor meetings, regional coordination, conferences,
  • Physical demands typical of an office environment; occasional lifting or moving of hardware or equipment

Pay: $45.80 - $65.14 per hour
