Description: Maintain and update all Keokuk County departments and locations (such as Courthouse, Conservation, Public Health/EM and Sheriff’s Office facilities), website, LAN, software, hardware, network, and any other technological items and requirements that may arise. Serves in the capacity of Keokuk County HIPAA Security Officer

Basic Functions and Responsibilities:

Perform highly responsible and complex administrative, strategic and technical work in the development, implementation and management of the activities and operations of the Information Technology (IT) Department. Responsible for developing and implementing technology strategies to provide direction and guidance to the Board and departments on priorities, long-term initiatives and investments and uses to solve operational needs and problems. Ensures that all information systems are reliable, cost effective, technologically innovative, secure and meet the needs of the users.

Characteristics, Duties and Responsibilities

*Must be capable of regular and predictable attendance in order to perform assigned tasks.

*Manage the development, implementation, installation and operation of all information management systems for the County, including but not limited to, researching, analyzing, designing, testing, installing and maintaining network infrastructure, applications, servers, workstations, audio/visual, peripheral device and related cabling, wiring and fiber.

*Establish department goals, objectives, plans and budget to implement strategy and successfully complete projects; recommend and purchase solutions to support County technology directives.

*Develop and implement IT policies and procedures in accordance with industry best practices.

*Design, implement and evaluate systems that support end-users in the productive use of computer efficiency, add value and impact; provide recommendations for improvement of IT infrastructure.

*Monitor technological changes, advancements, trends, issues, best practices, including evolving security and compliance concerns; attend various training and continued education sessions to keep current; maintain base knowledge in hardware, software, network systems, web applications and peripheral equipment.

*Develop and implement a continuity protocol to minimize disruption to operations in the event of emergency situations or data loss and test recovery operation activities.

*Troubleshoot all county owned computers / electronics.

*Remains “on call” as needed by County departments for after-hours support. Provides support during normal County office hours. Hours: 8:00 a.m.-4:30 p.m. (1 hour lunch) available by phone 24/7/365.

*Other duties as needed and/or assigned.

Work Environment and Physical Demands:

*Requires frequent use of hands, ability to stoop, kneel, bend, twist, crouch, crawl, stand, walk, sit, reach, climb and balance.

*Position requires ability to push, pull, lift and/or carry up to 50 lbs.

*Position requires substantial communication/interaction with other department heads, employees,consultants and vendor services.

Requirements:

*College degree in IT / Computer Science, is preferred or 3 years of experienced knowledge of computers and related software.

*Good oral, written and organizational skills.

*Ability to establish and maintain effective working relationships with co-workers and the general public.

Job Type: Full-time

Pay: From $72,434.00 per year
