GENERAL JOB DESCRIPTION
The Utah Communications Authority (UCA) is an independent state agency responsible for providing and maintaining a statewide radio communications network used by local, state, and federal agencies. UCA supports over 44,000 user radios and more than 144 communication sites statewide, forming a critical component of Utah’s public safety infrastructure.
The IT Manager will focus on UCA’s radio system network servers, with the current server infrastructure provided through a contract with L3Harris. This position ensures that all servers and related equipment—while supported under the contract—are maintained, updated with current software, and operating reliably. Working in coordination with UCA’s Information & Security Officer, the IT Manager will monitor for and address cybersecurity threats.
The role requires close collaboration with executive leadership, third-party vendors, and internal stakeholders to meet performance, compliance, and reliability standards. Due to UCA’s size, the IT Manager will also provide help desk support, set up new user computers, and assist with various IT-related projects. Responsibilities include helping develop network security, access control, and IT policies.
EXAMPLES OF TASKS/DUTIES
- Monitor and maintain the servers supporting UCA’s statewide radio communications network.
- Perform troubleshooting and diagnostics to resolve server performance issues.
- Provide technical support to internal users and coordinate with L3Harris for escalated issues.
- Assist with help desk functions and new user computer setups, including troubleshooting user issues.
- Update software on computers and servers.
- Analyze server data to inform optimization and future upgrades.
- Implement and monitor cybersecurity protocols to ensure system integrity.
- Document server configurations, incidents, maintenance schedules, and updates.
- Maintain compliance with applicable federal, state, and industry standards.
- Develop project plans for server updates or upgrades, including schedules, resources, and milestones.
- Collaborate with internal stakeholders and vendors to align server operations with organizational needs.
- Regularly report on server performance, issues, and improvements to management.
- Complete required daily tracking sheets and logs.
- Attend internal and external meetings as required.
- Maintain regular and punctual attendance.
- Perform other related duties as assigned.
KNOWLEDGE, SKILLS, ABILITIES, AND TYPICAL QUALIFICATIONS
(Items may be required upon entry into the position or trainable after entry.)
- Minimum of two years of IT experience, including:
- Active Directory administration
- Tier 2-level IT technical support
- Microsoft 365 and related systems, including SharePoint
- Experience with firewalls.
- Basic networking knowledge.
- Strong troubleshooting and diagnostic skills for IT hardware and software.
- Knowledge of computer networking principles, especially server management.
- Experience with relational databases and enterprise IT tools.
- Ability to create and maintain technical documentation and records.
- Strong decision-making and problem-solving skills.
- Basic understanding of hypervisors (VMware/Hyper-V).
- Familiarity with standard office practices, documentation, and equipment.
- Working knowledge of cybersecurity principles and tools.
- Effective written and verbal communication skills.
- Familiarity with Windows and Linux servers.
- Experience with NetSuite preferred.
- Ability to collaborate with vendors, technical teams, and leadership with professionalism and tact.
- Knowledge of applicable laws, rules, and IT policies related to public sector technology environments.
- Strong organizational skills with the ability to prioritize tasks and manage multiple responsibilities simultaneously.
OTHER REQUIREMENTS
- Standard risks found in an office setting, including safe use of equipment and adherence to workplace safety protocols.
- Position may involve walking, standing, bending, lifting light items, and occasional travel to communication sites or meetings.
- A valid driver’s license may be required for travel to remote locations.
Job Type: Full-time
Pay: $85,321.63 - $102,752.92 per year
