Job Title

Technical Architect – Level II (FDA Experience)

Position Overview

The Technical Architect – Level II applies advanced technical and business process expertise to design, integrate, and evolve information system architectures supporting the FDA Unified Registration and Listing System (FURLS), a mission-critical, cloud-enabled system operating 24x7x365. This role is responsible for developing functional and technical designs, supporting cloud-based system components, and ensuring that application, data, and integration architectures align with FDA standards, EPLC requirements, and approved tools and technologies.

The Technical Architect works closely with the Program Manager, Project Managers, government technical leads, and cross-functional development teams to translate business requirements into compliant, scalable technical solutions. The role supervises and guides business integration analysts and technical staff in system design, implementation, testing, and process improvement activities

Key Responsibilities

Technical Architecture & System Design

  • Develop and maintain functional and technical architectures for FURLS modules and supporting systems, including cloud-based and hybrid components
  • Produce and maintain technical design artifacts such as system architecture diagrams, integration control documents, data models, and technical workflows in accordance with FDA EPLC standards
  • Define application, data, and integration patterns leveraging approved FDA enterprise tools and platforms
  • Ensure architectural solutions support system availability, performance, scalability, and security requirements for a FISMA-High system environment

Cloud & Platform Enablement

  • Design and support architectures utilizing FDA-approved cloud and enterprise platforms, including AWS services (e.g., EC2, S3, Lambda, RDS, ELB), Oracle WebLogic, and related middleware
  • Support cloud modernization and migration efforts by defining target-state architectures and transition approaches that minimize operational risk
  • Ensure architectural decisions align with FDA enterprise architecture guidance and evolving technology standards

Tools and Technologies

Business Process & Integration Leadership

  • Lead and support business process redesign activities to improve efficiency, reduce duplication, and enable modular, reusable system capabilities
  • Supervise and guide business integration analysts in translating business requirements into technical designs and system workflows
  • Define system interfaces and integration approaches with FDA internal systems and external partners
  • Perform workflow analysis and support development of future-state business and technical architectures

Development, Testing & Standards Compliance

  • Provide architectural oversight and technical direction during software development, configuration, system testing, and release activities
  • Ensure solutions comply with FDA standards for coding, database design, security, Section 508 accessibility, and quality management
  • Review technical deliverables to ensure consistency, completeness, and compliance with approved architectures and design standards
  • Assist in defining system requirements, estimating level of effort, and supporting technical input to project schedules and plans

Training & Knowledge Transfer

  • Design and support development of technical training materials and curricula for system users, administrators, and support staff
  • Support onboarding and knowledge transfer activities to ensure continuity of operations and sustainment readiness
  • Contribute to development and maintenance of run books, SOPs, and technical documentation

Required Qualifications

  • Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related technical discipline
  • Minimum six (6) years of relevant experience in systems development, technical architecture, or IT solution design
  • Experience supporting FDA
  • Hands-on experience with FDA-approved tools and technologies such as:
  • AWS services (EC2, S3, Lambda, RDS, DynamoDB, OpenSearch)
  • Java/Spring frameworks, Oracle WebLogic, and enterprise databases
  • CI/CD, configuration management, and testing tools (e.g., GitLab, Jenkins, JUnit, HP ALM)
  • Demonstrated experience developing functional and technical designs for enterprise or cloud-based information systems
  • Experience supervising or leading technical staff, business integration analysts, or cross-functional development teams
  • Strong understanding of system integration, application architecture, and data design principles
  • Ability to work effectively with government stakeholders, project managers, and technical teams

Preferred Qualifications

  • Familiarity with EPLC, Agile, or hybrid delivery models in a regulated federal environment
  • Experience designing systems that support high availability, security authorization (ATO), and operational sustainment

Work Environment

  • Supports a mission-critical federal system with high availability, security, and compliance requirements
  • Works closely with government and contractor teams across development, operations, and security domains
  • May require participation in design reviews, release activities, or issue resolution outside standard business hours as needed

Job Type: Full-time

Pay: $123,380.59 - $175,372.33 per year
