Job description

The Department of Health has a career opportunity for qualified candidates for the following position:

This position will report to a Research Scientist 1 in the Health Services Research (HSR) Unit, which is housed within the Office of Healthcare Quality and Informatics (HCQI). The position requires knowledge of and experience with maternal and child health data sources and outcomes; the ability to utilize data management, analysis, and visualization software such as MS Excel, SAS, Tableau, and ArcGIS; experience with high-level programming languages such as C, C++, JAVA, or Python; and the ability to work on trans-disciplinary teams to achieve programmatic deliverables.

The position will also assist with other projects within the Office of Healthcare Quality and Informatics (HCQI), such as other projects within Health Services Research, and with the Center for Health Statistics and Informatics, the Healthcare Quality and Assessment Unit, and the Office of Vital Statistics and Registry. These projects may be focused on, but not limited to, development of a modern and efficient data ecosystem (focused on, as an example, the New Jersey State Health Assessment Data (NJSHAD), New Jersey Behavioral Risk Factor Survey (NJ BRFS), etc.), improvement of interoperability, and increased use of data to action so that more health care-related decisions are data driven. The work will also leverage modern technologies such as cloud platforms and focus on development of dynamic data dashboards and visualizations; near real-time data analytics; outcomes focused measurement; interoperable data with cross-program actionable insights; and support identification and implementation of best practices for data analytics.

The position will also assist with the development, implementation, and continuous improvement of the New Jersey Maternal Data Center (MDC) which is a health care facility data portal and public facing website (P.L.2019, c.75) that aims to assure data regarding maternal health and related outcomes are transparent to consumers, policy makers, and relevant stakeholders in New Jersey, through dissemination of data visualizations focused on the maternal health ecosystem and social determinants of health. The position will focus on, but is not limited to, synthesis of data from multiple sources (e.g., birth certificate data, hospital discharge data, survey data) to identify hospital quality metrics, maternal health indicators, and ecological factors associated with maternal morbidities and mortality; conduct appropriate statistical analyses with SAS or similar software and interpret findings; develop data visualizations with Tableau or similar software; create maps and conduct spatial analyses with ArcGIS; work directly with MDC consumers (e.g., NJ licensed birthing facility representatives) to properly access and utilize the data portal and address related questions; work directly with NJDOH health information technology and privacy/legal experts; and prepare reports and conduct presentations for internal/external stakeholders.

The position will also assist with the development, implementation, and continuous improvement of the New Jersey Report Card of Hospital Maternity Care (P.L.2018, c.82) which is an annual public report card designed to provide important information on maternal health care provided in New Jersey licensed birthing facilities so that the public are able to make an informed comparison. The position will focus on, but is not limited to, synthesis of data from multiple sources (e.g., birth certificate data, hospital discharge data, survey data) to identify maternal health indicators and ecological factors associated with maternal health care at the facility-level; conduct appropriate statistical analyses with SAS or similar software and interpret findings; develop data visualizations with Tableau or similar software; and prepare reports and conduct presentations for internal/external stakeholders.

REQUIREMENTS

EDUCATION: Graduation from an accredited college or university with a Master's degree in a discipline appropriate to the position.

EXPERIENCE: Three (3) years of full-time experience in a field appropriate to the position.

NOTE: A Doctorate in a discipline appropriate to the position may be substituted for two (2) years of experience indicated above.

LICENSE: Appointees will be required to possess a valid driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essentials duties of the position.

Job Type: Full-time

Pay: $88,529.64 - $130,338.54 per year

Work Location: In person
