Overview
Innovative Technologies Corporation (ITC) is seeking Operations Research Systems Analysts (ORSAs), including Senior ORSA roles, to support the Army G-8. This position is a contingent hire for a contract ITC is currently bidding on. The role will provide advanced analytic support for Army force development, modernization, and resourcing decisions.
Responsibilities
- Apply advanced operations research, statistical modeling, and data science methods to analyze Army force development and modernization.
- Support the JCIDS process (AR 71-9, CJCSI 3170.01) and DoDI 5000.2 acquisition reviews, including capability development and validation.
- Develop and analyze POM/SPAR/PPBE resourcing options, investment plans, and system delivery schedules.
- Extract and analyze data from Army Resource Cloud tools (e.g., AE2S-M, CAMS) and related databases (AESIP, ECOP, FMSWeb, cPROBE).
- Build BI dashboards and automation tools using Power BI, Tableau, R, and Python to streamline FD reporting and analysis.
- Provide decision-ready analysis to Army G-8 leadership and prepare senior leader briefings, decision papers, and tasker responses.
- Develop optimization models for readiness, distribution, modernization, and resourcing using R, SAS, or similar analytic platforms.
- Assess readiness, modernization, and resource allocation impacts under different funding and operational scenarios.
- Participate in Total Army Analysis (TAA), Force Feasibility Reviews (FFR), Army Modernization and Equipping Conferences (AMEC), and Synchronization and Resourcing Conferences (ASRCs).
Minimum Qualifications
- Bachelor’s degree in Operations Research, Applied Mathematics, Statistics, Engineering, or Computer Science.
- 3+ years ORSA experience (Senior roles require 4+ years).
- Experience with PPBE, JCIDS, and DoDI 5000.2 acquisition processes.
- Ability to apply analytic techniques such as regression, cost analysis, flow modeling, forecast modeling, linear programming, simulations, queuing theory, and business process reengineering.
- Proficiency in analytic tools (R, SAS, Python) and data visualization platforms (Tableau, Power BI).
- Active Secret clearance required.
Desired Qualifications
- Completion of DAU RQM courses (e.g., RQM 1010, RQM 110, RQM 310, RQM 2500, RQM 2520).
- HTAR, CLR certifications, or equivalent.
- Experience in portfolio management and Army HQDA staff coordination.
