Job Title: Director of Development
Reports To: VP, Real Estate & Development FLSA Status: Salary Exempt
Type of Position: Full Time (Must live in the Charleston area) Effective Date: TBD
Position Summary
The Director of Development will lead and execute Refuel’s new store development strategy, including site selection, market planning, real estate acquisitions, entitlements/permitting, and construction management. This role will be central to Refuel’s aggressive growth strategy and will collaborate with cross-functional teams including Real Estate, Construction, Legal, Finance, and Operations.

Key Responsibilities
Strategic Planning & Site Development
- Drive and oversee the end-to-end development of new stores, from market strategy to store opening.
- Lead the market planning process and provide data-driven insights to identify high-potential trade areas.
- Work with real estate brokers, developers, and internal teams to secure and evaluate potential sites.
Real Estate & Legal Coordination
- Manage negotiation and execution of site acquisition, leases, and property entitlements through contract execution.
- Oversee coordination with legal and external consultants to finalize agreements, resolve zoning issues, and ensure all regulatory requirements are met.
Permitting & Construction Oversight
- Ensure all permits and approvals are obtained in a timely manner to meet development timelines.
- Collaborate with the Engineers, Architects & the Construction team to manage project budgets, timelines, FFE procurement and vendor performance.
- Monitor 3rd Party Vendors and Consultants to oversee progress and resolve challenges to keep projects on schedule.
Team Leadership & Cross-Functional Alignment
- Maintain transparent communication & opportunities for process improvement to the Development Team providing mentorship, training, and performance feedback.
- Collaborate with internal stakeholders across operations, merchandising, finance, and HR to ensure store readiness.
- Provide regular reporting on development pipeline, risks, and timelines to senior leadership.

Qualifications
Education & Experience
- Bachelor’s degree in Business, Real Estate, Urban Planning, or related field.
- 10+ years of progressive experience in convenience store development.
- Proven track record of executing high-volume, high-velocity development plans.
Skills & Competencies
- Deep knowledge of real estate acquisition, land use planning, permitting, and construction.
- Strong negotiation and contract management skills.
- Financial acumen and the ability to build, track, and manage development budgets.
- Proficiency in project management tools and Microsoft Office Suite.
- Ability to manage multiple projects across various geographies.
