Job description

General Purpose

Performs a variety of managerial, technical and operational duties related to overseeing, planning, organizing, and coordinating the citywide Information Technology Department (IT), VOIP/telephone and data processing operations.

Provides general to close supervision to the Information Technology Technician

General Administration: Serves as a member of the executive management and leadership team; contributes to the ongoing strategic planning process of the city; assumes a leadership role in developing project planning, scheduling and control; recommends/writes policies; designs and implements efficient, safe, and effective work procedures; prepares and submits status reports as needed to the Director of Finance and Administration regarding department activities; monitors and communicates department needs to the City Administrator.

Develops and recommends city wide technologies, operating budgets and monitors fiscal controls to assure conformity with established financial constraints; develops bid specifications for projects, coordinates bid processing and awards with city finance department; responsible for ordering materials and supplies within budget allowances and maintains an inventory sufficient to expedite projects; works closely with all department heads for various projects and budget compliance.

Plans, organizes and directs the development and selection of department priorities; delegates operational oversight and managerial functions to subordinates; monitors effectiveness and efficiencies of operations for compliance with strategic plans and delegated projects; manages the resolution of issues, concerns and problems that are derived from daily operations.

Initiates and coordinates with the Human Resources department regarding various personnel actions such as recruitment, hiring, advancement, discipline and discharge; manages and evaluates employee performance; delivers professional training and seminars to staff to assure desired work quality, efficiency and effectiveness.

Manages the work of the IT Technician, IT contractors; coordinates project activities and tasks, assess feasibility and acquires resources through established processes, manages RFP, vendor selection and contract negotiation process; directs the activities of consultants; coordinates scheduled work on projects; monitors and ensures vendor compliance with performance expectations; ensures quality of services delivered; tracks project plans and resources.

IT Management: Performs network support and maintenance; manages and monitors city-wide computer services operations; develops long range and short-range strategic plans.

Manages all aspects of system IT/IS/DP functions; develops and implements policies and procedures related to computer use, file management, internet access, etc.; develops processes and procedures designed to enhance efficiency and effectiveness of data processing and management; resolves complex issues related to system software, hardware, programming, operations, configurations, etc.; researches industry trends, innovations and technology; designs, determines feasibility with city needs; develops and implements new procedures as necessary; manages hardware and software acquisition processes and procedures; orders equipment, applications, support services and supplies; manages a bid process where required; oversees contracted projects; develops relationships with suppliers and vendors, negotiates for price breaks and discounts; finalizes purchasing efforts as approved by the Director of Finance and Administration

Directs “help desk” services including implementation and testing of information systems and data processing programs and projects; evaluates program performance in relation to system goals and services; evaluates systems, programs, and documentation.

Oversees support and maintenance of desktop/laptop/mobile devices, printer/copier and file/print services. Analyzes, designs, installs, configures, administers, supports and manages network systems and infrastructure; maintains, upgrades, integrates and troubleshoots network hardware, software, firmware, fiber optics, and programming switches and routers.

Manages server based shared directories and permissions; researches and recommends network and data communications hardware and software and technology.

Oversees technical support and implementation strategies for city-wide telecommunications system and 911 operations; maintenance of City-wide cell phones and cell services and the telephone VOIP system. Negotiates cellular phone service contracts.

Develops training and training resources for departments on use of information system equipment and programs.

Purchases or contracts for IT services, equipment, products, supplies, property, or other items; manages effective utilization of physical facilities, hardware and software; determines information systems resource requirements, prioritizes requirements, accounts for space, cooling, and power requirements; reassigns computer hardware by relocation and/or surplus; provides on-call services for City wide systems.

Designs and specifies a variety of technical hardware modifications, installations or repairs, including PC’s, monitors, printers; sets up TCP/IP protocols, servers, assigns gateways and sets up print sharing services; coordinates with outside vendors and maintenance specialists as needed to assure effective hardware operations and software efficiency; maintains city servers, etc.; sets up and manages system access privileges.

Keeps abreast of new trends and innovations in the field of information systems; research products and enhancements and their applicability to city needs.

Manages special projects as needed.

Performs other related duties as required.

Minimum Qualifications

1. Educations and Experience:

A. Graduation from college with a bachelor’s degree in computer science, mathematics, communication technology, electronics, data management or related field;

AND

B. Five (5) years of responsible experience performing above and related duties; specific experience in computer system and software management is preferred;

OR

C. An equivalent combination of education and experience.

2. Knowledge, Skills, and Abilities:

Considerable knowledge of interrelationships and functions of various city departments and data bases; data-base management,; system design concepts, computer networking; budgeting, information system management concepts; methods and standards for project management and control, project justifications; hardware configurations and capabilities; operating system fundamentals; data communication concepts; documentation procedures; technical writing; Microsoft Server, Microsoft Office applications, Google Workspace, Adobe software, Cloud computing, GIS/GPS technology; network operations and server maintenance; web principles.; VOIP protocols, negotiation techniques; principles of organizational design, principles and practices of management and employee supervision.

Skill in various computer operations and software applications.

Ability to excel at customer service, to analyze complex system issues, be able to creatively solve problems, develop sound conclusions, recommendations and courses of action; perform cost/benefit analysis, weigh alternatives and manage budgets; plan, direct and integrate new projects; thrive in a busy environment, and be able to prioritize and juggle multiple tasks. Manage complex computer system operations; develop and coordinate effective interdepartmental cooperation related to computer operations; read and understand computer printouts; recognize and solve problems related to hardware and software applications; communicate technical information effectively, verbally and in writing, present proposals and recommendations clearly; perform mechanical duties related to installation of PC’s, printers, hardware and related items; develop effective working relationships with supervisors, elected officials, subordinates and fellow employees.

3. Special Qualifications:

May be required to be or become network, cyber security and project management certified.

Work Environment:

Tasks require a variety of physical activities, periodically involving muscular strain, such as walking, standing, stooping, sitting, reaching, climbing and lifting. Muscular strength of arms, hands, back and legs necessary in lifting boxes of print materials, computer components, and relocating terminal cables. Must be able to exert up to 50 pounds of force occasionally and 20 pounds of force frequently to lift, carry, push, pull or otherwise move objects. Occasionally works in high, precarious or confined places. Talking, hearing and seeing are essential to performance of essential duties. Common eye, hand, finger dexterity is required. Duties generally performed indoors under controlled climatic conditions. Mental application utilizes memory for details, verbal instructions, emotional stability, discriminating thinking and creative problem solving, Mental application requires emotional stability in dealing with time deadlines and stresses of emergency response needs.

Pay: $85,000.00 - $105,000.00 per year
