Title: Lead API Developer

Schedule: Hybrid Role
Location: Must be Local in Maryland - 5052 Dorsey Hall Dr, Ste. 203, Ellicott City, MD 21042 - visit various State of Maryland agency offices as needed (travel at their own expense)
Status: U.S. Citizens or Permanent Resident (Green Card) holders

Compensation: $60/Hour (Independent Contractor)

Overview:

Emerge Solutions Group, LLC, is seeking an Applications Development Expert who provides design recommendations based on long-term IT organization strategy. The position shall use a variety of platforms to provide automated systems applications to customers. This individual will be viewed both internally and externally as a technical expert and critical technical resource across multiple disciplines.

Responsibilities include performing the following tasks:

1. Developing enterprise-level applications and custom integration solutions, including major enhancements and interfaces, functions, and features;

2. Providing expertise regarding the integration of applications across the business;

3. Determining specifications, then planning, designing, and developing the most complex and business-critical software solutions, utilizing appropriate software engineering processes (either individually or in concert with a project team);

4. Assisting in the most difficult support problems;

5. Developing programming and development standards and procedures as well as programming architectures for code reuse;

6. Understanding and consistently applying the attributes and processes of current application development methodologies;

7. Researching and maintaining knowledge in emerging technologies and their possible application to the business; and

8. Acting as an internal consultant, advocate, mentor, and change agent.

Additional Application Integration & Architecture Responsibilities Include:

· Serve as the FHIR API Lead, leveraging FHIR and HL7 standards to support CMS Interoperability Rule 0057-F and enable secure and efficient healthcare data exchange.

· Design and implement FHIR-based solutions to expose clinical and claims data via standardized APIs using cloud platforms such as AWS.

· Develop and maintain Enterprise Integration Architecture guidelines and policies, with emphasis on SOA (Service-Oriented Architecture) principles.

· Collaborate with developers to build mapping between source and target data formats, including database, flat files, X12, JSON, XML, HL7v2, and FHIR.

· Guide teams on application web service and API integration with a focus on scalability, performance, security, and reliability.

· Design reusable components, standards, frameworks, and processes to support enterprise-level application integration and web services.

· Ensure compliance with integration design standards, patterns, and best practices.

· Work with architects and developers to align integration solutions with enterprise architecture. Analyze, review, and recommend improvements to expand and mature enterprise application integration strategies.

· Support governance board activities by reviewing application integration changes and architectural decisions.

· Promote continuous improvement through evaluation of emerging technologies and interoperability standards.

· Participate in CI/CD pipeline development and automation, using tools like Git and Jenkins.

Education:

Bachelor's Degree in Computer Science, Information Systems, Computer Engineering, or a related field or equivalent work experience. (A Master's degree is preferred.)

General Experience:

The proposed candidate must have at least seven (7) years of IT and business/industry work experience.

This includes:

1. 2+ years of practical application of FHIR standards, including resources, profiles, and implementation guides.

2. 2+ years of experience with healthcare interoperability standards such as HL7 and CCDA.

3. Experience with Object-Oriented programming, CI/CD principles, and version control tools (e.g., Git).

4. Experience with cloud-based application integration options, including AWS and enterprise service bus (e.g., Mulesoft).

5. Experience with SOAP/RESTful web services, JMS/EMS, and related integration technologies. Familiarity with networking, API security best practices, and automation tools such as Jenkins.

Specialized Experience:

The proposed candidate must have at least three (3) years as a technical expert in an IT organization. This individual:

1. Coaches and mentors junior technical staff and contributes technical input to high-impact IT decisions.

2. Is accountable for the most complex enterprise-wide applications and integration efforts. Translates highly complex integration concepts for peers and customers, including HL7/FHIR healthcare data exchanges.

3. Possesses in-depth knowledge of modern programming languages and object-oriented design, coding, testing, and debugging.

4. Has domain experience in healthcare systems and interoperability.

5. Demonstrates outstanding problem-solving, multitasking, and communication skills.

6. Has experience working in Agile and SDLC-based environments

Job Type: Contract

Pay: $55.00 - $60.00 per hour

Expected hours: 40 per week
