Mission and Statement of Cooperation:
The mission of the Suncoast Partnership to End Homelessness (SPEH) is to prevent and end homelessness by uniting the communities of Manatee and Sarasota Counties through engagement and collaboration with business and civic leaders, service providers, faith-based organizations, advocates, concerned citizens, and people who are homeless or at risk of homelessness. SPEH encourages and expects a high degree of cooperation and collaboration among its staff and stakeholders. The specific duties of each position require flexibility and cooperation to achieve organizational goals and objectives.
Summary:
CSIS (HMIS) is a robust community data management system; this position is the lead role in the set-up, maintenance, and troubleshooting to ensure a compliant and well-functioning system is maintained. The person in this position will be responsible for assigning, leading and implementing projects including but not limited to CSIS (aka Homeless Management Information System - HMIS) administration, help-desk triage, and maintenance of organization’s technology.
Essential Job Functions:
- Champion the CSIS platform and value of community-wide data.
- Liaise between service providers and SPEH system administrators to ensure projects are set-up to meet provider goals, CSIS requirements, funder requirements, and community data needs.
- Lead CSIS department work plan in order to complete tasks and requirements and in a timely manner. This includes delegation of tasks, follow-up status, and completion of tasks as needed.
- Work with team to complete Federal reporting: Annual Performance Report (APR), Consolidated Annual Performance Evaluation Report (CAPER), Longitudinal System Analysis (LSA), System Performance Measures (SPMs), Housing Inventory Chart (HIC), Point in Time (PIT), and Homeless Assessment Report (AHAR).
- Assist with reporting associated with State, local, and private philanthropic funding sources.
- Management of the ESNAPS, SAGE, and other required systems.
- Contributes to grant and funding applications.
- Collaborate with SPEH team and community on development and implementation of CSIS policies and procedures.
- In-house Technical Support (Computers, Network, Printer, Software, phone, and e-mail troubleshooting) including maintenance of hardware and software upgrades.
- Generates all system-level reports including monthly data quality reports.
- Responsible for data integrity and audits data to ensure compliance with local, state, and Federal requirements.
- Acts as the designated Data Security Officer liaison with the Department of Children and Families.
- Oversees IT-onboarding process for new Suncoast Partnership employees.
- Facilitates CSIS Committee meetings.
- Participates in Continuum of Care (CoC), Leadership Council (LC), Board of Directors (BoD), and other meetings as directed.
- Supervision of CSIS Staff.
- Lead the Point in Time Data Collection.
- Conduct and/or participate in training for staff, providers, and the community for CSIS and data.
Knowledge, Skills, and Abilities:
- AA degree in information technology or related field. Bachelor's degree in Information Technology or Computer Science or relevant field preferred.
- Two to five years of related experience required.
- One to Two years of leadership experience is preferred.
- Must have attention to detail.
- Knowledge of the Homeless Management Information System, uses, workflow, reporting.
- Skill in operating office equipment, including but not limited to computers, software (word processing, spreadsheet, presentation, email) and telephones.
- Ability to research and interpret applicable regulations.
- Knowledge of custom reporting tools including Tableau, Looker, Power BI, or Qlik a plus.
- Ability to work in a fast-paced environment.
- Must work well under pressure.
- Must be flexible and able to multi-task.
- Must be solution-focused and organized in achieving objectives with all service users.
- Must have analytical, strategic, critical thinking skills for effective problem-solving.

Working Conditions:
- Work is performed in an office setting, in the community as needed, and at times remotely.
