The City is seeking a knowledgeable and team-oriented Associate Civil Engineer to support and lead a variety of water infrastructure projects, including both potable and recycled water systems. This position is responsible for preparing and reviewing engineering plans, specifications, and cost estimates for projects such as water main replacements, pipeline extensions, booster pump stations, pressure reducing stations, reservoirs, and valve and PRV upgrades. The role includes managing capital improvement projects from planning through construction, reviewing submittals, responding to RFIs, issuing field directives, and ensuring construction aligns with plans and specifications. The Associate Civil Engineer will also work with consultants to perform hydraulic modeling and pressure zone analysis using tools such as AutoCAD, Civil 3D, and InfoWater. Additionally, the engineer will contribute to updates to the City’s Water System Management Plan and hydraulic model, help analyze system capacity and future demand, and assist in securing grant funding. With regular collaboration across City departments and providing technical support to Operations and Maintenance staff, this position serves as a bridge between engineering and operations. The department also reviews, approves, and inspects public infrastructure designed and constructed in conjunction with the development of private property. The Division also routinely interfaces with other city departments, government agencies, utility districts, utility purveyors, and the public to provide orderly development and project implementation. The Engineering Division is comprised of the General Engineering including Administration, Capital Improvement, Land Development, Landscape Architecture, and Construction Inspection divisions. EXAMPLE OF DUTIES
Ensures the provision of services within area of assigned responsibility is consistent with department and City standards/expectations.Participates in the selection of new employees and consultant engineers, architects, or other professional services through the Request for Proposal/Request for Qualifications process. Either personally or through consultants, identifies needed public improvements, prepares/updates capital facility master plans, prepares draft project descriptions and cost estimates.Reviews preliminary private development projects to establish City requirements, drafts engineering conditions of approval; ensures conditions of approval and City standards are incorporated into private development plans.Supervises major public improvement projects to include preparing scope of work, plans and specifications, preliminary and final cost estimates, bid documents, soliciting and reviewing bids, determining/recommending lowest responsible bidder; serves as City's representative during project construction providing engineering and/or architectural advice and assistance; within limits of authority authorizes changes in the field; reviews preliminary private development projects to establish City requirements, drafts engineering conditions of approval; ensures conditions of approval and City standards are incorporated into private development plans.Determines need for, then prepares, solicits, reviews and recommends approval of contracts for consultant services; coordinates and reviews the work of consultants to determine if project meets City and professional standards, terms of consultant contract, and the project schedule.
