Job Title: DevOps Engineer – Terraform Expert (Hybrid Onsite)
Location: Des Moines, IA
Duration: 3 months+ (Contract extension confirmed from 07/01/2026 through 06/30/2027)
Pay Rate:
- $70/hr on C2C or 1099 (all-inclusive)
- $65/hr on W2

Job Overview
The Department of Management’s Division of IT is leading a major modernization initiative using cutting-edge cloud technologies and Agile methodologies. The client is seeking a senior-level DevOps Engineer with deep Terraform expertise and 10+ years of overall experience to support the transformation of the Iowa Workforce Development (IWD) UI Tax system.
This role is specifically designed for a hands-on Terraform expert with extensive AWS and Kubernetes experience. Candidates must have proven expertise in Amazon EKS and Istio service mesh. If these core qualifications are not met, the candidate will not be considered.
Key Responsibilities
- Design, develop, and maintain AWS infrastructure using Terraform and TypeScript, following Infrastructure as Code (IaC) best practices.
- Manage and optimize AWS services including EC2, EKS, ECR, Cognito, Lambda, RDS, S3, IAM, CloudFront, and NLB.
- Architect, implement, and maintain Istio service mesh within Amazon EKS clusters.
- Provide technical leadership and guidance on AWS cloud architecture and DevOps best practices.
- Develop and maintain unit and integration tests to ensure Terraform and IaC reliability.
- Design, implement, and manage CI/CD pipelines to automate infrastructure and application deployments.
- Implement monitoring, logging, dashboards, and alerts using tools such as FluentBit, CloudWatch, and Dynatrace.
- Monitor system performance, troubleshoot issues, and ensure high availability and scalability.
- Use Helm charts to package, configure, install, and upgrade Kubernetes applications on EKS.
- Collaborate with software engineering teams to improve application performance and reliability.
- Implement security best practices and ensure compliance with AWS and organizational standards.
Required Qualifications
- Terraform Development: Minimum 4 years of hands-on Terraform experience using TypeScript.
- Amazon EKS: Minimum 8 years of experience developing and managing AWS services with a strong focus on EKS.
- Service Mesh: At least 4 years of experience designing, building, and maintaining Istio within EKS environments.
- AWS Services: Minimum 8 years of experience working with AWS services such as EC2, EKS, ECR, S3, Cognito, and NLB.
- Containers & Microservices: At least 6 years of experience with Docker containers and microservices architectures.
- Helm: Minimum 6 years of experience working with Helm charts.
- Scripting Languages: Proficiency in TypeScript and Python with at least 6 years of hands-on experience.
- CI/CD Tools: Minimum 8 years of experience building pipelines using tools such as Jenkins, GitHub, and GitHub Actions.
- AWS Well-Architected Framework: At least 4 years of experience applying AWS Well-Architected principles.
- Networking: Strong understanding of TCP/IP, DNS, HTTP, SSL/TLS with at least 8 years of experience.
- Security: Minimum 6 years of experience implementing AWS security best practices.
- Configuration Management & Orchestration: At least 8 years of experience ensuring operational and security standards in cloud environments.
- Strong communication and collaboration skills.
- Experience working in Agile/Scrum environments.
Highly Desired / Preferred Qualifications
- AWS certifications such as AWS Certified Solutions Architect or AWS Certified DevOps Engineer (certifications must be uploaded).
- Prior experience working on public sector or large-scale enterprise projects.
